In pre sear. I've tried hugging the entire outpost with no luck avail.

I'm not sure that you can. I think that's just where King Adelbern is put so that when the cutscene happens, he doesn't have to be loaded from scratch.

You know that beginning cut-scene when you enter pre? That's where you spawn is up there. Sorry if that doesn't make sense, I don't really know how to explain it...

no you can't, that area is part of the northlands, i believe(but you stil get up there, its a plateau)

Its where your character sits as you watch the cutscene. The cut scene, although taking place in Regent Valley, and then closer to Ascalon City in the Zone outside of Ascalon City, The Outskirts of the presearing Ascalon City Map zone is very big so they can run the camera through there and get all the scenery and then have you not load another instance when thats done as you load into the game, your char just moves from there (Near Alderburn) to the beginning Spot. The loading cutscene takes place in the Ascalon City instance itself. I always thought the cut scene mechanics of guildwars was awesome and very well done.
But yes to answer your question, you can't go up there yourself, you just sit there when you make a new character and watch the cutscene, when it's done you are moved across the city zone to the beginning area.
There's also a part of Ascalon City you can check out, or perhaps the arena you can check out, when you leave presearing and go fight in the arena, if your on the side that is closest to the city, you can turn around and run up the steps (the door is wide open), explore the Outpost area of the Ascalon Arena (post searing) IN presearing before its all destroyed! And you can go behind the arena where there is a Balthazar statue and a Huge field, and i also believe a scenic view of an area of the Northalnds, which is the Presearing version Area where Great Northern Wall Mission (Post) takes place. I always loved Pre Searing. I haven't been there in ages.
