PC on Celestial Sword

I have a:
Sundering Celestial Sword of Fortitude
Slashing Dmg: 15-22 (Requires 9 Swordsmanship)
Damage +15%(while Health is above 50%)
Armor penetration +20% (chance: 20%)
Health +30

Someone told me 20-25k but I believe he was trying to jip me.
If you guys could help me out with this that'd be Wonderful.

Sorry i had missed the inherent damage.

I might have missed it (or you might have), but if it doesn't have an inherent damage mod or an inscription slot then it's pretty worthless. Salvage perfect mods and merch if this is the case.
