WTB q9 or better command Vabbian Tower Shield

Hello, I've been a Guild Wars player since close to the beginning. During about my second year of playing, my account was hacked and someone took all of my cash and my favorite weapons (they were customized so I don't see why they would've). I spend a lot of time reading these forums, looking for problems related to my own or learning more about the game. I just recently realized that I could create and account for free (I always thought you had to pay), so now I am trying to get back everything I lost. One of these things is a Q9 or better Vabbian Tower Shield. Good mods (+30 hp/-5 20%) would be nice, but I can mod it up myself too.
