Pc on Death r9 Celestial staff

Need pc on a gold req9 death Celestial staff with +5 energy with +30 health. HSR by 20%, +10 Energy, Cold 11-22 dmg, HCT by 10%.

Since celestial staves are all non-inscribable, we need more information to give a PC. Is it max damage/energy? What are the inherent mods (HSR, HCT, reduce condition), their percentages and attributes? For example, is it HSR 20% for all spells? Is there a HCT mod, and if so, what is the percentage?
