Unlike your characters, buying skills is not the main method of skill acquisition for heroes. Instead, heroes can automatically use any skill that is unlocked on your account (if any of your characters have a skill; it will be unlocked. Using balthazar faction to unlock skills counts also.) PS: That includes elite skills, though skills that don't unlock (i.e, PvE skills) are not available.
