I bought a q10 for 120e, so I'd say yours would be about 50-60e, restoration tied frog scepters are kinda rare, there is not a huge demand but the people asking for it are willing to pay insane amount of gold (consider that atm in Kamadan there are 3-4 q9 healing frog scepters while to even get a q12 resto one you'd have to wait for days) so the price is not set in stone, you can play the highest bid game. Ask for 50/60 e as S/B and wait for the best offer.
