Celestial mini-ox a frequent drop this year?
Angelica
I had to open more than 600 lunar fortunes before I got one, just when I was about to give it up not having anymore characters for the quests.
I found it very irritating and most of all very, very boring but I'm also very stubborn too! :P
Next time I'll be buying one and spend my time in a better way.

I opened 224 and got none.
The next day got 46 more and still didn't get one.
On Sunday, I opened 84 more and still didn't get one.
After the final finale, a friend of mine who opened 250 and got one felt bad for me and bought one for me.
Common? I think not.

Done around 130 fortunes.. nothing. Only completed all the quests with three characters.
Last years, 150 fortunes.. nothing too.

Opened 8, 1 ox
Anon-e-mouse
I did all the quests on 14 toons, and ended up using 556 fortunes before the Ox appeared for me, so no not common. But I know my Guild Leader opened about the same number and had 5. I REALLY REALLY wish I had that amount of 'luck', even if it's only occasionally instead of never.
Boneyard Spleeneater
I think it is random. I opened about 250-300 fortunes, no ox (bought one). Last year I opened 250 fortunes, got my rat on the 100th one.
So some people will get a lot of them and will brag. Some will get none and will say nothing. I think the drop rate is probably the same. The people that brag how many they are getting are probably just lowering the price. Although I probably paid more than I needed to (27k, and I heard of them going as low as 20)

Have opened around 300 fortunes.

Last year I did the quests and got fortunes with all of my available characters, and no rat showed up. So incredibly frustrating and pointless, especially because minis don't do anything useful. (But I still wanted the stupid thing!) This year I didn't really care or expect much so I decided to just run through the quests with one character-- my survivor, for the 5,000 XP per ten-minute quest-- and get what I got. I opened up all the fortunes at once, and I actually got an ox halfway through! Really surprising. I ended up doing the quests again with one other character and didn't get anything out of those. It seems like everyone's luck this year is about the same as the last. Blargh. I also missed the first (2007) new year event altogether because I'd stopped playing at the time.

Opened about 850 fortunes, no ox. Got one from a guildie who got 3 out of 150.

Black Metal
2nd try got one, then got my second at about try #15 (yes very lucky but I was born in the year of the Ox). I had about 40 more, no oxes, but I only wanted one for myself.
Fril Estelin
1 in 350 fortunes, definitely reachable (but if it wasn't for the last batch of 36 on Sunday, and I think it was among the last 6 fortunes, I wouldn't have gotten any).
Necro Quink
First time i opened ~1200 fortune bags and got 14 oxes out of them
Second time i opened ~200 more and got 1.

I did every quest on 5 characters, along with buying Lunar Tokens, and selling my party points to get more Lunar Tokens, and ended up getting 5, one of which I gave away.

... had 3 tokens left over when I had used the rest on Red Gift Bags.
Instead I got roughly 200K worth of sweets and fireworks from the Red Gift Bags - easily enough to buy eight Celestial Ox
Lottery = fail

Pretty much the only luck i've had with Guild Wars in over 3 years playing.

405 fortunes, 2 ox.
Carboplatin
around 250 fortunes, 2 cows.
Mournblade
just over 400 opened, no ox.
Tullzinski
500 Fortunes 7 Ox. No quests.
I had much better chances with my Factions campaign created characters (they all got a ox) opening in the courtyard area. My Proph or Night chars not so much. May be all in my head, but when I took a proph chars to the factions campaign and opened I got the mini on them (two total). One char in EOTN burned through 100 fortunes with nothing.
The second a character would get a mini I would stop and switch to a different character.
One ox I got on the 4th fortune

It seems to me that, overall, the drop rate was about the same as for the rat last year.
If the price for the ox is lower I don't think it is because they are more common.
Rather, we already have 2 glowing minipets. from a distance it's a little hard to distinguish between them. I think people are kind of getting bored with the same basic texture on all the "celestial" animals and aren't as ready to put out money for them.

Raven Wing
Around 500 opened, got 1 little cow from them
Garsty
Out of 500 odd I got 8 oxs
Spaced Invader
RockPaperScissor'd me a full stack of 250 Fortunes - 0 Oxs.
Luckily, I couldn't care less. Just realized that Fortunes rather suck in terms of Party Points output (while playing R-P-S is quite mind-numbing) and pumped the rest of my tokens into Gift Bags excusively - to gain ~2000 Party Points.

1000 extra tokens i put into lunar fortunes so 333 of them. In the first 70 I got 3 oxen and I thought, omg... these are common. Then in the next 263 I only got 1 more. So 4 from 333 total or about 1 per stack of lunar tokens. Since lunar tokens are worth about 25k per stack if you put them into red gift bags, the market price of 20-25k per ox seems about right to me. For me Ox Lottery = alternative of Red Gift Bags = shoulder shrug. Also, afking with storage accounts and every computer I could find, brought in another 1504 red gift bags = about 24 stacks of party, 3 stacks of sugar, 2 stacks of crates, 20k worth of wine, and 30k of gold. Afking on rings brought in 15k unlucky and about 150k of lucky. A good weekend of not playing.

Compared with previous years in Canthan New Year. I think the droprate for celestial mini remain the same. First year, it took me about 200 fortunes to get the mini pig. I actually gotten 2 pigs out from that year. Second year, I didn't do the quests with all my characters. Only gotten 140 to 150 fortunes. Opened it and no mini rat. This years same like before 140 fortunes, no ox. Anyone think that the droprate is set to be the same year after year?

I opened around 100 fortunes and got no ox. I ended up buying one for 25k. I gave 20 fortunes to a guildie as a gift and he got an ox. :/ I had the same luck with the rat last year. Obviously, the Celestial Pig paid me a fortune-induced visit back when I used Year of the Pig fortunes, but that's how we pigs roll. In the mud.
In case anyone was on the fence about acquiring a mini Celestial Ox, though, it does "moo" on rare occasion while in a PvE explorable.

My luck was much better this year, wound up opening about 260 fortunes, landed an ox, turned the other tokens into gift bags. Last year opened over 800 and had to pay someone 20K for a rat.

160 fortunes, no ox. I just bought one because I do collect minipets.
