I have a few stats related questions
If I have a bow with the following stats on my elementalist (E/Mo, so no Marksmanship):
Dmg: 15-28 (Requires 9 Marksmanship)
#1. Damage +15% (while Enchanted)
#2. Enchantments last 20% longer
#3. Armor penetration 20% (Chance 20%)
#1. Do I have to cast an enchantment myself to receive the bonus? Or as long as there's an enchantment on me, no matter who casted it, I do 15% more damage? Also does that 15% extra damage adds to my arrows or spells
#2. I know enchantments will last 20% longer if I cast the enchantments on myself. What if a monk cast an enchantment on me, will that enchantment last 20% longer?
#3. What does the armor penetration, arrows or fire spells?
I'm sorry if these questions are stupid...

To clear up a few points:
the +15% damage (while enchanted) will not affect the damage of spells.
It will affect attack damage from the weapon itself only.
It is however cumulative with any skills or spells that effects the damage of the weapon.

A bow is not really an effective weapon for a caster.
Either use a wand and off-hand/focus or a staff.
First step on the road to wisdom is to identify what you do not know, next step is the courage to seek those answers.

Agreed with Yang, though spear/sword and shield is a good combo to. In fact thats how i run my casting heros ^^ (Flag casting heros when you equip them with swords, its funny but not good when Vek thinks hes Melee and runs op to some boss ^^)

When picking a weapon for a character, you need to consider what that weapon does to assist the character with their build. As an Elementalist, you will be casting spells. The +20% for enchantments may be a useful mod depending on your build, but you can get that mod on a Staff as well. The 20/20 Armor Penetration does nothing for you as you are doing virtually no damage without meeting the requirement for the bow and using no skills for it. The +15%^enchanted is also doing nothing, as you aren't using any skills and doing such small damage with no attribute points in Marksmanship.
Mods that would benefit you would be things like:
20% chance of half recharge time of spells
20% chance of half casting time of spells
+5 energy^enechanted
+5 energy^health is above 50%
+30 health
+20% enchantment duration
All those mods can be found for wands, focus items, and staffs. You can also find some of those mods for weapons like Swords, Axes, and Spears, but as it seems you are quite new, I wouldn't recommend those weapons until you have more experience.

The longbow is not my main weapon, I'm just using it for pullings.
For places where I do a lot of pullings, if I have a bow that can help my elementalist (like 20% longer enchantments), I don't have to switch back to my staff each time I pull a mob. I'm trying to make the bow a little more useful to my elementalist.

On my monk, for pulling while 600ing, I have a Norn Flatbow of enchanting (20%) with an "I have the Power!" inscription. Most of the time it doesn't matter, but, I wanted the longer enchants in case I needed to cast an enchant while holding it.
