ok how do i get elite spells. im a necromancer and seriously how.

elite spells or skills are captured from bosses. Each boss has a particular colored aura around them. For example, necro bosses have green auras. Bosses are always tougher and more difficult to kill than regular foes.
To get elite spells you have to go to a skill trainer that gives you [skill] Signet of Capture[/skill] equip this one your skill bar and go and find and kill a boss you want to capture an elite spell from. Now keep in mind that sometimes only certain bosses drop a specific skill. So boss A doesn't have the spell you want, but boss B might.

Adding: Not all bosses actually have elite spells, especially if you're in Prophecies, where you can only start grabbing elite spells around the Crystal Desert area. You can only cap elites of your current primary/secondary classes (that is to say, if you're N/Me you can cap Necro and Mesmer spells, but not Monk spells. To cap Monk spells, you'll have to change your secondary to Monk.)
EDIT: You may also have only a maximum of three PvE-only skills in your bar. Signets of Capture count as PvE-only skills, so that's a max of three in your bar for those, too.
Also, if you have more than one elite skill in your bar - say, you capped two elites - you'll lose all of them except the leftmost one when you zone. This includes zoning into another explorable area, not just towns.

good point, depending on which campaign your in bosses will come later. In Prophecies you can start capping elites around the Crystal Desert area. In factions there are many bosses once you hit the mainland area. In nightfall you can start capping elites after the Consulate Docks mission and after.
You can only cap elites for the profession you currently are. Like pheonix said, if your a n/me you can get necro elites and mesmer elites. But you cannot get monk elites, unless you change your secondary to monk.

This program has detailed maps showing all locations and allows you to keep track of which ones you have already capped.

Spiteful Spirit was the first one I got and all I have to say is WOW. Definitely a keeper on my skill bar
You can only have one equipped at any time, although you can have one and another Signet of Capture equipped. At this point you'll have two, but as soon as you zone one will be removed.
