To oppose the ever growing amount of leechers in JQ-FA-AB i propose a minus 5k Balth Faction for being Declared a Leacher, or Botting.
This -5k Balth Faction penalty would discourage Z-key Leachers.
If your playing the competitive missions for Alliance Faction, like your supposed to, this would have no affect on the general populace and only target the people who are there to gain something they are not earning.
Anything that could reduce the ammount of leachers using alt accounts to greif the system would be an improvement.

/signed. if youve played fa/jq/ab recently its pretty disgusting. ive been playing in these arenas before the faction buff where the people who got in actually were there to play. yes there were bots, but everyone know right away who was. not that theres so many leechers and people waiting to do these, you sit on the timer waiting to get in after is says no opposing party 10-15 times. then once you do, you have 2-3 people sitting at the shrine the whole match. i play these arenas to practice valuable skills, to me the faction is just a bonus. but it sickens me that so many people think its a joke and continue to leech on.
as for the question, what if the player doesnt have 5k? make it like dishonor, it tracks you and can build up. nothing would discourage leeching more than coming back from your afk leech session and seeing, 'your account owes arena net 15k balthazar faction.' so what if this discourages people from playing, these are the people we dont want in the community.

Report if you notice a leecher. Don't report someone just because you have seen him/her once idling or within first minute of the game. Many No-Ops occur these days and so, many people surf internet and download "you know what" while waiting for a game. Sometimes, they catch up late.
The real challenge is to get 3 people to report the leecher. Wish there is a suggestion for inspiring people to do prudent reporting.

I agree with Katsumi, the principle is in the right place but it will just be abused.
For example in AB last weekend, this same sin kept coming to get me because she happened to be solo capping at a shrine, and I took her out. Afterwards she started to flame me, and imagine if this theory was in effect - just because she could, she probably would report me numerous times just because I killed her.
The mentality in AB/JQ etc isn't that great at the best of times, in this 'penalty' you'll just get people using this to report others for fun.

Sadly a group of assholes can make a lot of people lose faction for no reason. The current system is pretty shitty, but this would only make it worse.

I agree with the OP's proposition as long as the leecher gets 100% of the vote of those not under suspicion of leeching. For instance, 1 leecher would need 7 votes against them in Aspenwood. 2 leechers under suspicion would require 6 votes against them each. Overvoting would result in the abuser being docked faction (in the case of someone voting against everyone else in their team.). Obviously, this would need to be a pretty advanced block or blocks of code to discourage abuse. But if it can be done, by all means: /signed.
