I use to have some fun in RA with this Rit/Mo build:

restoration 12,1,2
spawning power 12,1

spirit light;
mend body and soul;
weapon of warding;
blind was Mingson;
life;
rejuvenation;
preservation;
remove hex;

Since you face palm strike sins and primal rage/devastating hammer warriors,you will really need BwM and weapons of warding.
Preservation imo is better than the other 3 viable elites (the weapons) because of the kd, which cant be prevent a spike. If you camp the spirit, it will provide a good self healing, sparing you a couple of spirit lights. Biggest threats are rangers and hexes, and overestending of your team. Any suggestion to improve my efficiency?

Holy Veil instead of Remove Hex?
You could replace Spirit Light with Soothing Memories (harder to interrupt)...

I don't have much experience with healing though, so this is just theory.

no because you need all those skills, some builds you can only make as good as you can with 8 skills, can't make a build godly becuase builds get nerfed left and right. Good build though

And people skill spirits and your'e basically RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOed. Don't run spirits in RA

Pure resto rits aren't very useful. You have poor prot, and your condition removal relies on a spirit that is most likely going to be killed.

Much better Damage plus heal helps you or your team its a good one (i run it for Fort Aspenwood)

From what I'm seeing, I run builds similar to what people are posting, changing it depending on RA/AB/PVE etc. but I just don't see why you would use Holy Veil or Smite Hex when Remove Hex is available. I find in PVP that I need a shorter CD more than I need a cute side effect.
