I hate to clutter up the forum with a complaint but I'm so frustrated I'm about to dump this game.
Can someone explain the reasoning behind lame drops in high level hard mode areas?
I've been running around the Torment areas in HM hitting up chests.
Very rarely am I getting r9 items with decent mods.
As an example yesterday I pulled some r12 staff and the last chest I hit was a r13 grape!
I mean WTF here? If I'm clearing an area of level 28 mobs in HM shouldn't there be some reward?

The thing about rare items is that they are..... key word coming, read it carefully..... rare.
I agree it is frustrating to get purples out of HM chests, but chests are random, and although you have a HIGHER chance of getting a gold from them, it is not 100%. Requirements and mods are also random. I have gotten purples to drop with better mods than golds many times.
There is a reward for killing level 28 monsters. Better CHANCE at a rare weapon, CHANCE for lockpicks, CHANCE for tomes, and bosses give you a CHANCE for elite tomes, CHANCE for Passage Scrolls, and except for most of the ones in Tyria a CHANCE for green weapons.
If they gave every monster a 'perfect' drop all the time, nobody would trade, as they could get everything themselves quite fast and easy. Spend some time playing and get some good drops. Then go try to sell them. You will see that the game isn't based off of 'rewards' but off of personal interest. If you want to be good at the game, you can do so with the crappiest looking armor and weapons, and still have the best stats for what you want to do. And this can all be done for FREE. Yep, PvP has a weapon/armor creation menu and PvE has collectors.

You will get a shitty drops from chests no matter where you go, HM or NM. If you actually want money go farm like everyone else.
Also it is not hard to clear level 28 mobs.

People today have no idea how good they have it. When Prophecies first game out (long before titles for ID golds) gold items truly were an uncommon event. I got my first gold item... 6 months into the game.

QFT.
My first grape drop came 2 months into playing. It was a pair of Giant's Boots from a Hill Giant in one of the Krytan Missions in Prophecies. At that point in the game a perfect gold item (r9 15^50) was worth bare minimum 15-20k, and that was for a crap skin.
Why does everyone cry about not getting perfect drops from easy areas? With 3 Campaigns and an Expansion, there are more than enough ways to roll over anything that stands in your way. Just farm more and either buy, or wait for, that perfect drop.

While you won't get a ton of 'perfect' drops in HM the average drop is more valuable than NM.
I run Budeck Byway, solo, for a quickie when I don't have alot of time or am just bored and do get a fair number of tomes, insignias and runes that, on average, are worth considerably more than NM.
If you are just looking for the most bang for the buck HM still averages out
better than NM when you consider the drops from critters to.

also, if you are running the same mobs/chests over and over, the quality of the items will diminish. its the anti-farming code in the game.

The only items that are worth over ~~10k are either minipets, or zaishen/dungeon chest drops...Pretty much all monster drops are complete crap.
