I kno you can run 2 accounts 6 heroes on two diff PCs but is it illegal to run on one with two registrys?

Yes, it's legal. Stop using that word. It's also allowed by ArenaNet and NCSoft, but not supported. Whether you use GWx2 or manually run 2 or more clients/accounts on the same PC, neither ANet nor NCSoft will take any action against you or your account(s) just for that.
