1. true and false - while there is no 1 best...theres only bout 10 or so in the top tier list out of a possible 1,000,000+ different build combinations

1. Theres a few good builds for each profession. The question makes it sound like you can make a crap build not crap by playing it well enough. Good builds > Bad builds.

1. False. Depending on the situation there are definetly "best" builds that you can use. (You don't NEED the best, but using it is advised)
2. just type /wiki (subject media) in game. it'll redirect you.

4. I don't. I make my own builds. the majority of the population is stupid. builds made by majority vote, is not something I want. PvXwiki is a breeding ground for mediocre, acceptable builds.

2. First hand experience is the best experience. If you haven't already, try your experiments out and see the results. Join a guild and ask for their opinions and advice. Wikis can't tell you what to do as they only give information.
3. In this case, wikis should be able to help you with no problem. Most quests and missions should be viewable via wiki.
4.Though Pvx does have some good builds, a lot of the builds I see are rated poorly while others, in my opinion, don't live up to their standards. They do, however, offer insight on skill synergy.

When doing repeat playthroughs and new characters after that, consult the two wikis. If those don't help, you're using the wikis wrong, or you're dumb. Do not ask your guild/alliance.
3. Short answer. If you are stuck on a quest, what are some options? - If stuck in terms of not knowing what to do, see #2. If stuck in terms of not being able or not seeing yourself able, ask your guild, then your alliance. If they don't help you, quit and find a new guild. PuGs are not advised, but they will sometimes do the job fine.
4. Short answer. How do you use pvxwiki to find good builds? - Click on "Great" builds. Pick one. Test it. If you don't like it, use a different one. Can't find one in the "Great" section? Go to "All". Rinse and repeat. When you find one you like, decide if you want to make modifications to it. Test them. When you've picked your build and tested it yourself, then it's ready to be used for serious work.

For each and every situation there is a best set of skills.
However, this situation depends on both the team setup (which is also part of the best set of skills), the environment and the opponents.
A good set of skills played by inexperienced players could kill the team.
So yes, there is a best set of skills but it's not a generic set and also depends on the people playing them.
