Keys are bound to one account and can only be used once.
The account however is not bound to your computer and can be used on any computer.
Simply install the client (and the CDs if you wish) and login with your usual information.

Also, the .dat off the EoTN disk is the most recent. If you want to install off your cds(to save some time downloading) you'll only need to pop in your EoTN disk. Then just log in on your new pc like you did before.

There is no problem with installing or even playing GW on multiple machines.
You just have to install the client (no cdkey required) on the machine you wish to use. You can either install from the disks, copy the gw.dat file from your previous machine to your new one, or download the client from http://www.guildwars.com/support/downloadclient/
Then you just login to your account with your login information to gain access to your campaigns and characters.

Better yet, you could just put the .exe file onto a flash drive, and just move it over to your new comp, takes about 5 mins, and you never have to DL anything.

Well except for a large swaith of the .dat when you first run it, and the content for each zone each time you change locations
