theres a norn tourny thread started every month, search function is your friend. besides go to guildwars wiki go to the norn tourny page, theres a link "Guide to beating the norn tourny"...

There is a general Any/Rt build on PvX wiki that works. You need to do the first few EV quests and on Norn quest (to get Sin support and YMlaD). Other than that, you buy Rt skills and have your way with everyone.

-- A self-heal.

Has never failed me.
[You Move Like A Dwarf] > [Ebon Vanguard Assassin Support] > Regain energy with [Castigation Signet] while the sin is being attacked, if needed.
Against Magni, you'll have to kite with [You Move Like A Dwarf]spam and just fire off your signets as they recharge.
With high enough norn rank, he's permanently crippled so he won't ever hit you.
The advantage of this setup is that you only have two skills that require any energy
(I recommend bringing some kind of self heal too though, since one or two opponents don't die as easy from your signet spike as most others.)
so it should be easy to run with a paragon and not have any problems.
