Mhhhh... I still have problems understanding your descriptions.
I suppose your staff is:
Halves skill recharge of all spells 20% (white)
Halves casting time of Fire Magic 19% (gold and not changeable)
And then Adept Staff head + 20% enchant-Wrapping
If so, then it's way more than 8-10k. Maybe even 70k+
