Does anyone know why I can't mod a Factions shield, with a new shield handle?

Because shields that take handles and inscriptions do not drop in Factions. They were not introduced to the game until Nightfall.

You cant mod shields which drop in areas before NF

shields from prophecies and factions cant be modded, also you can't use inscriptions on weapons from those campaigns

There are some exceptions to that though, iirc.
The shields/Items dropping from the Urgoz/Deep end chests, can be modded (Atleast, They could be. Not sure if they still can)

the weapons from the deep/urgoz end chest are insc, all the rest isn't

Similarly, the UW/FoW end chests also drops items with inscriptions. But end chests only.
