Talk to three people in Green Hills County [Not Warmaster Grast]. I am trying to finish this quest but there are only two people to talk to in green hills village besides the merchant, Thorn and I forget the name of the other person. I have spoken with them but can't find the third person, where is he (or she)?

IIRC, you need to go talk to the people at the Statue of Balthazar, North from Ashford.

Go to the explorable, specifically the area around the portal to Lakeside County. Staying in the outpost "Barradin Estate" won't complete the quest.

Specifically, talk to Farah Cappo, who is standing next to Warmaster Grast at the statue. Then go up the road a bit and talk to Grazden the Protector and Kasha Blackblood. That will cover it.
