You can't recreate staff. So there is no way to actually quote value. But if you could in a round about way....

Forget Me Not inscriptions 25-30k (20% recharge on attribute's spells)
==Staff is all Spells not staff atributes.

Hale staff heads 1-2k (+30 Health)
Staff wrappings of fortitude 1-3k (+30 Health)
==Which would make up the +60 Health

Hale And Hearty inscriptions 1k (+5 energy while over 50% health)
==Which is the +5 Energy on Staff

So roughly 28k-36k???? If not more being you can't recreate and there is +10 Energy not accounted for in this estimate, Low Req..
