irregular item.....

i just received a purple item drop, when i identified it one of the modifiers was dmg +16% while health is above 50%.
by now im thinking"wait thats better then a perfect strength and honor inscription" if anyone knows if this is a glitch or a lucky bonus or something please let me know.

Are you sure you're not just reading it wrong? +16 while health below 50% would be the more likely mod you're seeing and a non-max one at that(they max at +20).

That'd be below 50% health. The only way you can get an inscription with more than +15% is if it has some kind of bad condition that you can't easily directly control (like health < 50%, while hexed, etc).
