Locked Chest that continuously drops non-max items

Ok, I have a question that really buggs me.....

I have been doing some chest running in a place that I think drops good skins.
I run Locked Chests in HM (Beginner's Island in Cantha) and I always try to get one specific chest that spawns every 2nd to 4th time.

But: All Staffs have a HSR of 19%, no exception.

So my question: Is that bad luck, or has anyone noticed stuff like that before?
Or are items in Hard Mode chests on beginner's island not supposed to be max?

From what i can tell it is does luck that you have gotten 19% on all the staffs. Theres a higher chance to get max items in hard mode but not guaranteed.

How many runs/chests are you basing this assumption on?

even in hard mode, beginner areas tend to not drop max items as often (from my own personal experience).

My experience is that the drops/chests get better in HM as you move to areas that are further along in the campaign, just as they do in NM. For example, the weapons dropping from Hulking Stone Elementals in Old Ascalon have lower average value than weapons dropping from undead in Gates of Kryta. Cash drops from the hulkies average well under 100g while cash drops from the undead are minimum 100g. I never even bother opening chests in Old Ascalon any more because I was getting too many grapes, while the chests in GoK mostly give me golds.

Ok, thanks for the answers. Did 5 more runs just to see if it was just bad luck.
I got 2 Staffs, both were max damage but had a HSR of 19%. The other 3 drops were max.....

Guess I won't be doing any more runs there......

Might I suggest that since you are not worried about breaking the lock picks...

You can get 1 chest>2 minutes and fight NO foes as there are snow wurms. Vow of silence if you see one by the oaks on steroids or Spell Breaker...

ALL chest in eye of the north need to be opened with picks as there are no keys there. SO in hard mode I have gotten 20%s more than 50% of the time. I have gotten 2 Forget me not's from this type of run - that's 40K right there

And sometimes chests just randomly spit hate all over you. HM Duncan chest this morning gave me an r13 14-28 deadbow. >.>
