Today, I took out my old CRT monitor for an LCD monitor, and now GW seems to be exhibiting problems.
I upped my screen's resoution from 1152x864 on the CRT to 1680x1050 on the LCD. I play GW in windowed mode, stretched to appear full-screen.
1) Lots of lag issues are present that weren't there before. Every time I start fighting something, FPS drops to 3 to 6, and it will usually stay that way until I map out.
2) The ground turns all white, like it is snowing. I try to run off the snow, but more appears. If I try to take a screenshot while it is like that, the screenshot is nothing but all black.
I want to resolve these issues to be able to play like I was able to on my old monitor without these new problems.

Perhaps your GPU isn't powerful enough to support the new resolution and is struggling. What are your system specs?

It might - for the sake of experiment - be worth updating the video card drivers to the latest version whilst you look for a new card.
I have an old FX5200 which I thought was doing ok in GW (it's in a spare system) - I updated the drivers and Wow! at times it's outperforming my main system - but then that's got an Ati HD3850 AGP card at the moment with it's own issues. Also some of the latency and low FPS may be your ISP throttling bandwidth - are you UK based? it seems that folk using iPlayer is more important than everyone else using the internet

Well, Guild Wars is harder to run in window mode than full screen for starters. I get 30 FPS in window mode when I'm in a town with a considerable amount of people, and 60 FPS solid in full screen, so that's literally halved in window mode.
And your computer is struggling to keep up with that screen, your machine is old and not designed for screens with huge resolutions like that. You will want a minimum of 512mb of v-ram on your card, but getting more doesn't hurt, then again a lot of new cards would bottle-neck in your old machine. As Snograt also said, another gig of RAM would help for sure.
