Yes, you can, but you can't trade in different faction at the same time:
Trading in Kurzick faction causes the amount of Lux Faction you have to drop, and vice versa.
Also, the Kurzick armourers won't speak to you unless you've got more Kurzick faction than Luxon faction available (anything traded in for titles doesn't count), and the Luxon armourers won't speak to you unless you're got more Luxon faction than Kurzick faction.
Also, to get the 15k version of either set, you need to complete the respective faction-based mission (Eternal Grove for Kurzick, Gyala Hatchery for Luxon) - and to get access to the quest that gets you to those outposts, you need 10k Kurzick and Luxon faction respectively.
