GW is stagnant, and content is required, the problem is that Anet dont have the man power to do so.
I think there is a way to bypass the problem, The base of this idea is one of my favorite dungeons Vlox's Excavation.
In nightfall there is an explorable that feel like a dungeon and look better then EotN dungeons, the place is Bahdok Caverns, maybe it is possible to mix the explorable mobs DoA margonites mobs after you take a quest, and add some bosses that have existing models.
The end chest greens can be existing models with a different color (if thy can change colors with the game editor).
I think there are several unpopular area like realm of torment which can be a good base for an elite quest, it need is a mix of DoA shadow army, and a mission about Dhuum and his army can be created.

There are less used areas that are better candidates to make more dungeons recycling content, like the Catacombs.

I'm sure that there are several more areas that can be reused as a dungeon, but this is the beauty of this type of thread, it let people think about their favorite campaign.

with GW2 coming out i dont think ull be seeing more dungeons.

They aren't writing new content for GW. They are maintaining it as they always did, while their creative assets focus on GW2.
In April (or shortly after) we will see changes to the Hall of Monuments, which is as much about fitting into GW2 as it is about making things better for us in GW. Also, they say they will be expanding storage in some fashion. This is a response to the aging of the GW population... more stuff requires more space, etc.
I wouldn't call the game stagnant, though. It is a big enough game that you can always spend your time somewhere you haven't been in a long time. Just the other day, my allies and I went and visited Rotscale in HM. I haven't seen that badboy in over 3 years... good times!

Well, people were already crying over all the recycled armors and dungeons in EotN. I don't think adding a dungeon with even more recycled content would do much good.

In my opinion having recycled content is better then no content at all.

New stuff used merging already existing things is definitely better than nothing at all.
