PC on req8 gold hammer

I was just wondering whether a celstial gold req8 max hammer would be worth much?
It has pretty average mods, it's just that I've heard that 'req8's are rare.

Could someone clarify this for me?

Damage + 19% whilst hexed
Armour penetration +20% (chance 19%)
Health + 29
