40/40 weapons? + cry of pain?

I have two questions, first of all :

What is a 40/40 weapon set? I'm trying to make a SS necro, and the equipment thingy says :
* Radiant insignia.
* 40/40 Curses set.
* High Energy set.
I know what the radiant insignia is, How would I go about getting a 40/40 curses set, and a high energy set?

Question 2: On the guild wars wiki page

it says you can aquire Cry of pain via hero trainers, but how would I get it for my character?

a 40/40 set is a wand/offhand combo, each with a half recharge of spells 20% and a Half casting time of spells 20%. So since theres two 20% half casting and two 20% half recharge, people call it a 40/40 set, but actually you don't get a 40% chance at either, you get like a 33% chance, but anyway, it's very effective because it's much better then just 1 20%

for Cry, go to sunspear great hall, ask hero trainer to see sunspear skills, and get it.

a 40/40 set is a wand and off hand each having a 20% chance of half skill recharge, and a 20% of Half Cast time.

for cry of pain you need to aquire one hero skill point and then use it to purchase the skill from one of the trainer. Whichever character purchases the skill will be able to use the skill (its just like buying a skill from the skill trainer) and will unlock it for the account. You can get a hero skill point by advancing your sunspear title track. So you could very well have one already.

Thanks guys, i've now got Cry of pain, how would i go about getting a 40/40 weapon set? and how much would it cost me?

Its obvious i could buy it, but i'm not exactly rich atm.

Actually, someone asked that just before you, but I'll repeat the answer. The cheapest way is to get one from weapons crafters: they cost 5k + materials (depending on your profession). Check Telamon in Leviathan Pits or Gertrud in Vasburg Armory. Of course, you need to have more faction for Luxon or Kurzick respectively. (Any one of your characters will do, as long as one of them has access to either.)

cheapest and quickest way would be to get two droknar's keys and get the 20/20 wand + offhand. That will only cost you about 12k-16k.

There is actually a 'free' way to get weapons with these mods inherent, by trading collectable trophies to a collector.

1. A "40/40" set is a 20/20 wand and a 20/20 focus.

2. It gives 32% chance of half cast time, 4% chance of one-quarter cast time, and 36% chance of half recharge time. (The difference between cast and recharge is due to the 50% cap on faster recharge.)

3a. 20/20 wands can be crafted in Leviathan Pits or Vasburg Armory for 5k plus materials. If you don't have access to those cities, many people on Guru (including myself) are willing to take your gold and materials, go make the wand, and bring it back to you if you ask them nicely. You can also use a Droknar's Key to get a 20/20 wand in the EotN endgame area, though purchasing a D.Key will probably run more than 5k.

3b. 20/20 curses foci can be obtained from collectors for 5 feathered avicara scalps, 5 bleached carapaces, or 5 warden horns. You can also craft 20/20 foci in Leviathan Pits or Vasburg Armor, or obtain them with a Droknar's Key, but both of those options will definitely cost more than just farming some avicara/bugs/wardens.

4. Cry of Pain is not a curse skill, and will not benefit at all from a "40/40" set.
