Sorry, but if you're going to Permasin you'll need [glyph of swiftness] which is an EotN skill. Anyway for knowledge the combo is that you need a weapon with Enchantments last longer +20% (Staves are preferred since for various reasons like energy managment) You can use a Droknar's Staff for example or a Yakslapper which is pretty good for average running or permasin farming.
The combo to stay in Shadow Form perma is [glyph of swiftness][deadly paradox][shadow form] with your 20% enchant weapon and recommended 16 Shadow Arts (not sure if you can stay perma with anything lower than 16)
Even if you don't have EotN its still possible to run for awhile around if you catch the grip of what you're doing. You just need to know when to use shadow form and have a healing spell ready for when it runs out.
Alot of nice subskills especially for heavy runs are in EotN, alot of then can come in handy like [dwarven stability] which makes your speed boosts like [dark escape] work great together, and then [i am unstoppable!] to avoid knockdowns.
The whole thing takes alot of practice, but anything is possible, the most important thing in Shadow Form running is energy management, you can't use too much energy on running spells or you won't have enough to stay in Shadow Form.
I did a build something like this awhile back, this is what most Sin runners use more or less [glyph of swiftness][deadly paradox][shadow form][glyph of lesser energy][dwarven stability][dark escape][i am unstoppable!][shadow refuge]

He could go A/Me with [deadly paradox] (nightfall) [arcane echo] (core) and [shadow form] (factions). At 16 shadow arts and 20% enchant it is still maintainable though very dicey. There is no room for a mistake with it.
