I searched, couldn't find anything, though I do remember this discussed -somewhere- before, though I can't remember the answer.

Does IAS effect attack skills that already have a set activation time?

Alright fellas, since you said try it out with a spear, you can too.

Take [[Mighty Throw] and [[Aggressive Refrain]. First, use Mighty Throw without Aggressive Refrain and you'll notice the little "skill activating timer" (I forget the actual term for that.) Now use it with Aggressive Refrain active, and all of a sudden, it's gone! I'm willing to believe that means its activation time is decreased.

its decreased, easiest way to see this is to play a ranger with interupts, and see how much easier it is to land them with a 33% ias up compared to just normal attack speed. massive difference

This is wrong. IAS affects activation/swing time, not the flight time. Swing time is also not determined by when your spear hits the enemy.
