I searched, couldn't find anything, though I do remember this discussed -somewhere- before, though I can't remember the answer.
Does IAS effect attack skills that already have a set activation time?

Yes, IAS decreases the activation time of a set activation time skill.

Yes it does.

Alright fellas, since you said try it out with a spear, you can too.
Take [[Mighty Throw] and [[Aggressive Refrain]. First, use Mighty Throw without Aggressive Refrain and you'll notice the little "skill activating timer" (I forget the actual term for that.) Now use it with Aggressive Refrain active, and all of a sudden, it's gone! I'm willing to believe that means its activation time is decreased.

its decreased, easiest way to see this is to play a ranger with interupts, and see how much easier it is to land them with a 33% ias up compared to just normal attack speed. massive difference

Lets take the Spear as example. Lets say I use a IAS with 25% increased speed. The time between when my spear hits an ennemy and the time that I am preparing to throw a new one is decreased by 25%. This results in me throwing more spears over the same time.
Now say I use an Attack Skill that has a 1s Activation Time on it. The Activation time under an IAS remains Unaffected. However the speed at which it will move WILL be affected. I find the spear the easiest way to demonstrate this as it is sometimes hard to differentiate with closer combat melee weapons and Bows all have different Flight Times. |
