Not sure which campaign you're talking about but I'm going to assume you mean GW Prophesies. So to answer your question....no, you don't necessarily beat GW when you've finished the missions. However, you do technically finish the story line once you beat the last mission which is Hells Precipice. Other than that...you never really "finish" anything as Hard Mode is opened up and there are other things you can do ie: titles, vanquishing, mapping...among other things.

Technically yes. but there is TONS to do in the GW universe other than the missions and if you just do the missions i would have to say you are really missing out.

I don't think it is possible to "beat" an online game like this. However these may be some ways of "winning":
1. Finishing all missions on a character
2. Unlocking all skills, heros, items, for every profession
3. Collecting all armors
4. Getting as many titles as possible
5. Vanquishing every area

If you have ever played 'The Sims', you know what they are talking about. There are just so many things to do, even if you did every mission, have all titles, ... You can still play on to get more armors, more weapons, ....

And all the statues for beating the elite mission in my hall. But since i still enjoy playing the game, what I do has changed. Now most of my time is either helping guildies or just bouncing around helping random people.
I've also helped several people here through HM dungeons and such, and have a couple more we are working on a time. The best part - I don't charge for help, but because my help is free, I prob won't drop everything and come running.

There are many ways to beat it!
In a way, you can say that you have not beaten it until you have collected every skill\elite on every character possible, done every title track\rank, and become successfull in pvp...
But to me, that would seem like playing non stop every day for years, and that is too much for me..
If i can do all the missions, and gain every ranger skill possible on my ranger, then i consider myself successfull in this game...

You have to decide your goals yourself. There's is no "this is the end, you have beaten the game (roll credits)".
The beautiful part is that you can set a goal, achieve it, set a new goal, etc.
Personally, I set my goal at maxing 30 titles on my main character. But, after I achieved this I have added new goals.

To beat the campaigns u go on pvx get 3 good hero builds add some hench then slam your face off your keyboard till u see the credits.

If you are meaning in like older games and maybe a few more recent ones too, where you beat the game and cannot play on that character or file again then no. Guild Wars will never end. They can't make an ending to a game when there is also a PvP game style. It would just not be fair.

Once you've done the story line, its just about to begin. In prophecies there is Sorrows Furnace & Tombs of the primeval king to do, but you better aim at Doa, Urgoz, UW or FoW. Story line is just something stupid to do, after one time you alrdy know it. There isnt such thing as beating the game, just play it! Many things left to do

Hey that's a good start but now you can do it in Hard Mode (HM) and work on some of the titles. I'm working on Legendary Guardian right now.
