+15% (health above 50%)
Energy gain: +1
Energy regen: -1
Health +30
Ebon Hand Axe of Fortitude (purple):
Earth dmg 6-21 (req 10 Axe Mastery)
+16% (health below 50%)
Health +25

Also, no, those mods aren't worth anything. Merch the purple axe, especially since it's so far off max damage.
