The +15% / -1 Health Regeneration Mod is just rarer than others.... but most just merch them... or open a thread and ask how many millions they can get for it...

1) They're rare because they drop signifigantly less frequently than other damage mods. -1 energy regeneration items have a comparable drop rate.
2) Nothing stops you putting a vampiric mod on them but you'll suffer -2 regen which is only counterable with [mending].

As the others have said the mod is just uncommon. People buy them so that they can die faster and or die with cons up.

I don't understand how they're worth so much... even if they're rare, why would you want a weapon that gives you -1 degen, and a bonus that you can easily get with just about every other weapon out there...

Its useful to be able to swap to a -2 degen weapon, and a -50 cesta to kill yourself in a gvg match before the timer hits 2 minutes. Many teams will hold a player back and wait until just after the 2 minute res has occured to kill them to force a 7v8 advantage. A -50hp cesta + dual vamp sword/axe can often kill you meaning they dont have that advantage.

And they have never been worth that much anyway and no longer appear to be that rare(given the number of recent threads/PCs asking about them).

well in gvg, you get autorezzed every 2 minutes. oftentimes teams will stop beating up on a certain guy about 5-10 seconds before that timer so they don't get autorezzed, then after the timer passes they kill you and there's nothing you can do about it. if you're that guy getting stomped and you can equip a weapon with -2 health degen and a -50 cesta before the timer you'll most likely kill yourself and get autorezzed. since you're going to be killed immediately after the timer anyway, you might as well kill yourself so your team doesn't have to waste a rez, and the time it takes to rez you, after the 2 minute mark.
that's the practical use for them, they're expensive because they're quite rare.

Ok... maybe I'm missing something here, or in the 2 years of my playing I have never ever gotten one, but can you actually get a weapon with:
Life Stealing: 3
Health Regen: -1
and
Dmg + 15%
Health Regen: -1 (This is the part in question, I have never seen anything like this)
I have seen and energy mod for +15E/-1 Eregen, that is very common, but have never ever seen a vamp (inscript-type) mod...

The 15% damage -1 health regen mod is fairly uncommon, and doesn't drop as an inscription (so you only see it in Prophecies and Factions weapons). You only see it once in a blue moon. However, it isn't that valuable, just kinda unusual.
There is also weapons with 15% damage -1 energy.
In my 3 and a half years of playing, I've probably gotten less then a dozen of these.

I think the better question should be why isn't there an inscription for 15% -1 HP/Energy Regen?

because inscriptions pretty much ruined the weapons market, no longer does 1 need a good skin with actually good built in mods, now you just need the skin and the req, the rest comes from interchangable mods. so at least we still have something sought after that doesn't appear in an inscription.

So to get one... I would have to spend a lot of time playing in factions and prophecies in "hopes" of getting one... are there specific requirements to getting one, for example requirements similar to getting max q8 items?
If so, what are they? Can they be gotten as gold items? Can they be gotten as max items?
Sorry for all the questions, I just honestly didn't know they existed and I know a lot, if not just about everything about this game so it comes as a huge surprise...
