Maybe maybe not. There are two possible situations here:

Possibility 1
Armor drops did not used to necessarily reflect what tier of runes they held. This could be a drop from before this was changed to the current system.

Possibility 2
This originally contained a Condition Reducing Rune (ie Clarity etc) that has been salvaged off. My bet is on this one.

Either way, it isn't worth too much. For the old drops I mentioned in Possibility 1, the only ones that are particularly valuable are when the rune on the drop is a higher tier than the drop itself. For example, having a major rune on a blue drop.

1-10k for a collector.

It's an old drop from 2005. Very rare nowdays as very few people kept such crap - now if someone wanted to start a museum of drops no longer possible he would certainly need 1 thing like this (armor with lower rune than it's color).

can't be possibility 2 - it has a rune so no rune was salvaged from it.

And I don't remember blue armors with major runes, I don't think they dropped like that. But Purples with minors and Golds with majors were very common back then (not sure about golds with minors).
Another interesting piece would be a gold or purple armor that's not yet identified but which doesn't say "Unidentified", I had one like this for a long time but merched in desperate need for storage.
