Paper Fan, req13 Soul Reaping HSR Death 20%, HCT 9%

Hi. I am thinking about selling my Paper fan, since I don't really need it.
Stats are (not inscribable of course):

Req. 13 Soul Reaping
+12 Energy
Halves skill recharge of Death Magic spells: 20%
Halves casting time: 9%

Not quite sure, if it's High End material or not due to the horrible req....

Not high end material imo, id put it on sell and see where it goes.
