i found this a while ago, and i just wanted to double check. that +19% while hexed is inherent, right? it can't be changed no matter how hard i try to cram in an inscription?

Just because an item isn't inscribable doesn't mean it isn't good/wanted though. Those Daggers are actually quite nice, and would be very usable. Not sure on pricing on them, but they would be worth way more than the merchant value, and already have a nice Fortitude mod on them. If you aren't going to use them yourself, get a price check on them and sell them.
