Where can I find that hammer elite skill " Earth Shatter" or something like that?

Suppose to knock down all nearby foes. No, I don't mean earthquake from the ele skill line

This is all nice and ect. but I've tried to obtain it in both of those zones listed and not once have I seen any named use Earth Shaker. Not once. Many of the other hammer attacks but NEVER earth shaker. Sick of doing repeat attempts of this. If anyone has any real proven info on how to get this elite, please let me know. I'm pulling hairs atm.
