EotN Access code too short. What am I missing here?

Ha ha no.
There was no tampering of any sort with anything. I open the boxed and found the access *card* which has the access number written on it. I glanced at the number and was like.... uh, that's too short. What am I supposed to do with this?
This has nothing to do with human error. I'm starting to wish it was that simple though >.<.
Am I supposed to exchange this access code for a longer one or something, I don't know what the heck they think I'm supposed to do with this.
Here's a pick of the Access Key Card and I covered up the code, but trust me it's only 11 digits long

To add, not every card is the same. You got the scratch-off creditcard, you got the white paper you'll need to tear the edges off, and some people just bought the game online, so never had to add a key.
I've never seen this kind of device, so I'd say your guildies didn't know either
