When can you place them?

I tried to go and do it now, and it says the Predictions are open until September 28, for the current tournament, but I can't see the accept button.

This thursday (2 weeks after the tournament) we will get our reward points for Aprils predictions. Then May's predictions will be open. But you shouldn't do your predictions until maybe the last week since that is when most of the good guilds show up on the list.

Basically, teams have to be able to be predicted before you can make your predictions. Not enough teams have earned the qualifying points needed to be put on the list this early in the month (and that September thing is just a weird, well-known glitch). You basically can't make predictions now. It's like trying to make a NCAA bracket without even knowing what the 64 teams are.

The betting is closed?

When is the last week just so I know

Well, the monthly tournament already HAPPENED for April, so you can't make predictions for that.
It various by month to month, but generally the last Saturday of the month is when the monthly MAT occurs. Betting closes a day or two before then (or around there).
