How do they have that many attruibute points?

I love the specific class sections in the forum, but with a bunch of builds I find that I don't have enough attribute points as the build suggests. I am level 20 so should I have the max number of attribute points and all?

Attribute quests

If your char is from Factions:
• Lost treasure
• An Unwelcome guest

Prophecies:
• Forgotten Wisdom
• The Hero's Challenge

Nightfall:
• Rising in the Ranks: First Spear
• Rising in the Ranks: Master Sergeant
