So I was playing the Bog mission - and all of a sudden my screen goes all wavy, doing the drunken effect. I didn't press anything, and it stopped after I completed the mission.
I created a bunch of screenshots, made them into a flash animation of crappy quality, but you can see the movement.

I never SPOKE to him (as in take actions that would cause his dialogue to pop up). I might have clicked on him, BUT moved away before actually talking to him.
Also the blur effect started happening when the stampede started and not when I was around him.
But I do hope something went wrong and the blur was the result of that.

Well if it's gone after you mapped, it's drunken effect =).
Frying your graphic card most of the time makes it unreadable, and also applies to the rest of your windows.

Maybe when you clicked him, you lagged, and when you clicked away it was too late for the game to register you clicked away, and you talked to him.
