Shield Mods

Killamus
+30 HP (Of fortitude mod)
-5/20% mod (Luck of the draw inscription)
-5/20% mod (Luck of the draw inscription)
Kerwyn Nasilan
+30 health, and -5 damage 20% or a +10 armor vs something mods
jiggles
Bear in mind -5/20 is for pve players who've no idea that +10 vs X is better. Don't expect to bump the price of a shield up when selling that shit to a pvp player.

Luck of the draw is one of the worst inscriptions but for some reason people who don't know any better love it

Eh. It does the most good in a random situation. Granted it comes out to -1 physical damage/hit (roughly), but in any stage of the game in any area you'll be finding physical damage, where there might not be fire damage, cold damage, slashing damage, etc. The person in question might also not be in a stance/enchanted/hexed/whatever, for obvious reasons.
The rest of the mods are really situational, whereas -5/20% is mildly useful anywhere in the game. Especially because physical attackers in PvE should be taken out last.

Don't know about Paragon shield mods though.

Since para's are usually in the midline, +10AL vs Fire - shields seem to work best, as most of the damage you will be taking will be in the form of nukes as such.

Warriors that aren't in a stance (IAS) are bad Wars; thus your justification relies on bad players. Most of the PvE player base is full of idiots though so I suppose that corresponds with the price.

A caster will rarely be in a stance, (Unless distortion ele, or mesmer with mantra of resolve), so thats a bad example. However, the thing is if your actually interested in getting "the best" weapons, you should have atleast 3 if not 8 caster shields. Most common +Armor mods are: Slashing, Fire and Cold. (In pvp's current meta anyway). In pve though you should know what it is you are going to face, so for instance take a +10vs piercing into arachni's lair, and a +10 versus fire into the burning forest in that charr area.
For a safe bet, go with +10 vs slashing, fire or -20% crippling because those are quite commonly used mods.
