What do you plan to do and what do you have. Photoshop etc , Vista , Xp , 32 or 64bit light gaming or heavy gaming. Playing older games or newer games , Media Machine etc.
An HD4670 is good for older games and some newer but heavy GPU intense games like Crysis won't run to well on high GFX settings or In a High resolution,
The Cheapest is $56.00 for ATI 4670 512mb

The 4770 is a beast it averages 5% slower than the 4850 Prices are between
$99.00 to $110.00 . OCing this Card makes it a string performer also I believe XFX will be releasing a 1GB version to help with higher Resolutions also in the future also if you want to upgrade to crossfire it will be one of the fastest setups around closing into the high end offering of ATI and Nvidia.

For CPU you can look at OCing or Stock currently the best CPU offerings are the
e5200 from intel or the AMD 7850 BE. The 7850 is better at stock you can OC but it wont make much of a difference if you go with the e5200.
The E5200 Oc'ed beats the 7850 including if you OC the 7850. The e5200 is $70.00 and the AMD 7850 is $75.00 Keep in mind of you get the e5200 you'll need a aftermarket cooler + Paste(arctic sliver etc) to get higher and stable OC.

I know its a bit over but it's a well built PC.Looking at deals from there the cheapest. It comes to 480.00 ish without the intel CPU , A Mobo would set you back between the $50.00 to $100.00 mark. So 600 dollars for a very good PC. Then again I don't know what you are wanting to use the PC as that would be very helpful.
