Okay so I live on a USAF Base in Japan. We had a crappy internet connection here that trudged along at about 300k-400k. GW played well enough on it with a ping of 200-300. Then the base switched to Verizon and put a DSL router box thingy closer to our housing and now www.speedtest.net says we're getting between 3 Mbps-5 Mbps.
But now I can't play GW. Right now I can't even connect. Most days though I can connect (it takes a while) and it will play fine at about 140 ping and then lag spike as high as 200,000 (no joke). I get code 007s every 15 minutes or so, usually when the lag spike lasts too long.
I did a traceroute and attached it to this post. I'm not too familiar with what this all means but it looks bad. Can any of the pros here interpret this and advise me? Thanks in advance.

For the last 48 hours I've been unable to even get that far. There was a small 1.5 MB game update of which I'm downloading at less than 1k/sec... And it seems to have stopped at 37% after like 2 hours of downloading.

from what u are saying u are using the base network i take it...which means most internet sites and games are blocked and that is ya problem if that is the case u need to get your own internet and not use the base internet

No it's not the base network. It's Verizon for the residential units. People played games on the old connection (including me) just fine and people are playing games on it now. Additionally, no internet sites are blocked.

I did... they say they don't see any problems on their end. They're sending a tech out to check my phone line, but since the rest of the internet connection works fine I'm not thinking they'll find anything. After all, GW worked fine on this phone line with the former, much slower ISP...

Maybe it's a router problem.
If it is, port forwarding/Virtual server is ur best friend.
I did it many times when I had problems with my router.

Not sure what you mean by the base router. I have a router in my on-base house (that I bought myself).

Just try to portforawrd as the site says, maybe it will solve ur problem.
I know that it might not be the problem, and I'm sure not a tech guy or understand anything, but when I had logging issues that's what I used to solve my problem.

Sounds like a range limitation. With DSL there is a limitation on how far you are from the CO or RT. This is what it sounds like it may be, or a bad card that is connected to the DSLAM inside the RT itself.
I have known people that have had both, and explain that too me. If they said it not their end, then it has to be the router and/or cat5 cable. cat5 cables do go bad from time to time and can cause this.

What's a CO or RT? What's a range limitation? If you mean Verizon's DSL box in our neighborhood, it's about two blocks away.

It finally let me in the game, still lag spiking of course.
Incidentally, this is my second laptop and not the more powerful one. But the same problem happens with all three laptops we have so that shouldn't matter.
The test hangs at the "discovering external address" step for several minutes before completing if that means anything.

Category 5 cable or more commonly an Ethernet cable.... wouldn't hurt to try replacing it, but I doubt that's it if the rest of your Internet useage isn't suffering.
You could try to borrow another router (the base router not the wireless one) and see if that helps any.. although if they send a tech out then he will likely have one with him to test it.

I have also been experiencing unplayable lag spikes for the past month or so. My average ping in game is about 2k - 5k, it will bounce from 150 to 25,000. Sounds like you are a bit worse off than me though. I have an open support ticket (with Anet) which has thus far led to no improvement (reloading video card driver, defragging, and installing various diagnostics have been my instructions thus far). Like you, I have no connection issues anywhere else, it is specific to guildwars. If tech support does come up with an answer, I will post it in hopes of helping you. Let me know if you get a solution (so i can try it).

Hulu often can't seem to stream fast enough. Like right now I have to pause a buffer it every minute or so. Despite this www.speedtest.net says I'm connected at 3.1 Mbps which should be way more than I need for Hulu, right? But other times Hulu works just fine.
There's no problem browsing web pages at the moment. Unfortunately I don't have any other online games installed to compare.
Also, after I was able to briefly get into the GW login page yesterday to run the diagnostic, today I'm back to being unable to connect at all.
Does the trace I posted tell you anything? Or the diagnostic?

Is any other parts of your computer running slowly? If so, you may be infected.

id say do a complete scan antivirus and spyware it looks to me like your infected check with two different scanners if possible one might catch stuff the other wont. i personally dont recommend norton or mcafee go with something better either avast or agv for virus

You might consider letting an endless ping to several sites run simultaneously for a while to see if your connection is cutting out (Pings fail simultaneously) or if its dropping packets (Pings fail independently of each other). I had a situation with Comcast where they had a new cluster node set up incorrectly, and someone from another neighborhood was running a server starting at 1pm every day and would cause me to randomly lose packets upstream which caused all sorts of weird spikes ingame.
Its nothing the end user can fix, but it helps the technicians identify the problem faster. Be sure to make the support guy on the phone document your findings in the ticket; even though they must retest what you say you've done, it helps them confirm it quicker and get maitenance teams out sooner if the issue is indeed upstream somewhere.
And as to the above poster, I recommend avast! as an antivirus. It picked up several things AVG did not on my computer and I know they weren't false positives because, well, they were my own code. Both are free.
Its nothing the end user can fix, but it helps the technicians identify the problem faster. I've scanned with AVG. No other part of my computer is running slowly. I have three computers with GW installed and all have the same problem, so some sort of infection being the culprit seems extremely unlikely.

Use start > run > cmd and type "ping [website address] /t" without quotes or brackets. The domain names are resolved automatically, so you can specify a website with something as simple as www.google.com for example.
Open up several cmd shells and do that with different websites, and see if they fail to reach their hosts at the same time or not. Use Ctrl+C to terminate the ping processes.
You can also access most default cable modem information by going to http://192.168.100.1 in a web browser, the cable modem I have has an event log feature there and it shows that it got a ranging response failure about the time I had a 15 second lag spike in GW a few hours ago. Just an additional piece of info to use for troubleshooting, I guess.

The last two work in my browser just fine though.
I let these things run for about 5 minutes. The working ones never timed out even once. The non-working ones were 100% failed.

If I hadn't seen the Anet utility report, I would expect your Internet_IP to be "67.16.224.1".
In fact if you are familiar with your router/modem's web interface you can provide that information yourself
(I put '33' and '34' in bold because even if they are different they are relevant (Scenario 1) and do not lead to wrong assumptions)
Scenario 1
From all the above I ASSUME that, some kind of PROXY service is used on your connection.
Either it is your choice by using (somewhere) proxy service settings given to you by your ISP, or it is something that is enforced to you and all of your ISP's customers.
Scenario 2
The results of that 'tracert' are way too 'normilized', on columns 2 and 3 (~445ms), for me to believe that this is a normal route trace. In fact the three 'ms' columns should report almost similar values (i.e line/hop 6 should normaly look like 122ms 120ms 125ms, that isl values close to each other.
Also when 'Anet's diagnostic utility' executes 'pathping' the result was (3 times) ...

All those make me suspect of a very cranky or badly configured Software Firewall or 'security suite'.

there is an EXTRA 'hop' (line 3 with IP 67.16.224.1)
That's unusual !!
If I hadn't seen the Anet utility report, I would expect your Internet_IP to be "67.16.224.1".
In fact if you are familiar with your router/modem's web interface you can provide that information yourself
(I put '33' and '34' in bold because even if they are different they are relevant (Scenario 1) and do not lead to wrong assumptions)
Scenario 1
From all the above I ASSUME that, some kind of PROXY service is used on your connection.
Either it is your choice by using (somewhere) proxy service settings given to you by your ISP, or it is something that is enforced to you and all of your ISP's customers.
Scenario 2
The results of that 'tracert' are way too 'normilized', on columns 2 and 3 (~445ms), for me to believe that this is a normal route trace. In fact the three 'ms' columns should report almost similar values (i.e line/hop 6 should normaly look like 122ms 120ms 125ms, that isl values close to each other.
Also when 'Anet's diagnostic utility' executes 'pathping' the result was (3 times) ...
"Tracing route to icmp.arenanetworks.com [222.231.14.228]
over a maximum of 30 hops: 0 No resources."
Finally you said "The test hangs at the "discovering external address..."
All those make me suspect of a very cranky or badly configured Software Firewall or 'security suite'.
Disable/remove any firewalls/virus protection programs on your PC and try the tracert again.
I don't know if that was much of a help but that was based on the information you gave and a little assumption

One IP is assigned per client/connection.
That IP is called "public" since it is the one that connects you to the internet.

The only explanation I can give for the existance of a 'wireless router' in your home is that, your dsl router didn't support wireless communication (no antenna) to begin with.
So, you had to buy a 'wireless access point' which you also plugged in one of the 4 yellow (yellow=Ethernet) ports of your dsl router/modem, in order to provide wireless access to your "LAN" (home).
Is this the case ?
Please don't answer "no, both routers have a connection thought a phone line" because that's TWO internet connections.
Please, if possible, describe the connections between your equipment.

The IP's after 192.168... are in the United States, so that ping is looks normal. It would take a while for your signal to go from Japan to US, not much can be done about it.

You can't ping www.guildwars.com because they refuse pings. I should have checked that before suggesting it. Also, ne33us pointed out that your DSL modem's address is 192.168.2.1 and not 192.168.100.1, so you might want to try accessing that in a web browser.
The fact that you can ping all these sites with no problem means that its not dropping connection or pings and we've already determined its not the router and not likely the computers. Its either the DSL modem is incorrectly configured, or less likely its a problem upstream somewhere. Accessing it in the web browser might allow you to reconfigure or reset it to see if that helps, but options depend on the manufacturer.
There's always the chance that the modem is malfunctioning and needs to be replaced, but I think that is not likely in this situation. How long has the modem been in use?

The wireless router is on the factory default. I tried turning the firewall off on it but no difference.
