Glyphs are not casted, they're "activated" based on the fact that they're carved stones (guess the same could be said for signets) but they are elementalist-specific.
Also, binding/nature rituals aren't necessarily being casted either; their energy is being channeled to other realms to call-forth spirits from the dead/nature.

The only effect I can see to this would be that it would allow your mesmer to use binding rituals, nature rituals, and glyphs better than the professions that they belong to.
No. Just no. This would just add to a fundamental problem that's plagued the game for I don't know how long.
Do you know why Dervishes suck? Because other professions can use their stuff better than they can.
Do you know why Ritualists suck? Well, besides their complete lack of support? Yep, other professions can use their skills better than they can.
In both of these cases, the problem is that the profession's primary attribute just doesn't help them to use their skills better than other professions (Mysticism encourages dervs to literally rip away the very enchantments that they require to have a hope of competing, yet doesn't actually make the derv's enchantments any more effective; and Spawning Power would make rits the best at using their skills if it didn't suck so much). Meanwhile, Energy Storage is useful for any caster, as is Fast Casting and Soul Reaping. And Strength is useful for any melee profession.
Allowing the primary attribute of a given profession to syncronize so well with the skills of a secondary profession is nothing more than a recipe for making entire primary professions useless.

Why do people keep wanting a fast casting buff? It's completely fine as it is now. Besides, giving it a buff would mean that it would be even better in pvp than it is now, and anet isn't going to make a pve/pvp split for an attribute.

Fast casting is already powerful enough. It doesnt need a buff, other primary atts need them more. (Eg spawning power).
