Just wanted a PC on a Serpentine Scepter.

Lightning Damage 11-22 (Requires 9 Energy Storage)
Halves skill recharge of spells (Chance: 10%)
Inscription: "Aptitude not Attidude"
Halves casting time of Energy Storage spells (Chance: 20%)

And while I'm here possibly on an unmodded r9 Platinum Broadsword.
