For the shields, they have to be at least armor +8 vs species, 9 and 10 are preferred but +7 is also acceptable, but then the base armor should be at least 14. It's preferred if it's dual modded, but they can have just the +x vs species. The reqs for strength can be any except 13 (can't risk weakness), but for tactics it should not be over 10. 9 or lower is of course preferred, but we will see how it works out.
Shields I have (if you have any that are better, please pm me):
+10 vs charr, 4 base armor, no req, +15 (also need one str req with 16 base armor, not sure if they even drop)
+9 vs dwarves, 16 base armor, 11 tac, +27 (also need one str req with 16 base armor, no tactics)
+10 vs plants, 16 base armor, 12 strenght, / (very good but need a better one if you have, no tactics)
+8 vs tengu, 13 base armor, 7 tac, / (also need one str req with 16 base armor, no tactics)
+9 vs dragons, 16 base armor, 9 strength, / (need a better one if you have, no tactics)
+7 vs Ogres, 16 base armor, 8 tac, / (also need one str req with 16 base armor, no tactics)
+10 vs demons, +30, 9 str ( i don't need a better one, consider Demons covered)
+10 vs undead, -2/enchanted, 9 tactics (buying or trading for 9, 10, 11 or 12 str)
Shields I do not have at all:
+x vs trolls
