Yes. There will be a quest once you get to the port city (Lion's Arch for the campaign you're doing, which is Prophecies) to get to the other campaigns.

RP mode (or PvE, as most people call it here) is the better way to start playing. You level from 1 to 20 (in Prophecies it takes a bit longer than the other campaigns, but still not terribly long), learning skills, taking quests, doing missions, yadda yadda yadda. Anything you "unlock" in PvE (you'll see a little window pop up in the top left corner of your screen telling you you've unlocked something), whether it's an item, a mod, an inscription, a skill, or an insignia, will be available for use when you do make a PvP char. You are able to take your PvE char into PvP areas, but it's advisable for you to just keep one character slot as a "PvP slot" that you can remake into any PvP char you want, whenever you want, because PvP chars are basically always as well equipped, and often better equipped, than your PvE chars.
Oh yeah, and max gear is max gear. For your purposes, there's really nothing you can get in PvE that's better than something you can't create for free (once you've unlocked the proper mods either by ID-ing or buy purchasing with balth faction) with a PvP char.
