You put it on Ruby Daggers, which you cannot sell for more than merchant price, salvage them, and hope you get Ruby.
There are probably some more weapons that could give you rare materials. Check on wiki.

So, rare materials is what they are used for mainly. Rubies are the most common to try for?

I've gotten a fair amount of rubies from using said inscription on jeweled daggers.
You can put them on ruby mauls as well, but ive never gotten a ruby from one.

Also you can get diamonds from Diamond aegis etc, but ruby dags and maul most common
