Ferry from Nightfall to LA?

I made a new guy in Nightfall and I never got around to asking how the ferry works.
Now, I have ferried people to the Docks, so I know how to get there. What I never did though was the ferry Docks - LA. How is that done?
And once one is in LA, does one have access to all the quests there - including the LA-Kaineng one?

once your lvl 10 and you go to kamadan a popup will tell you to go talk to someone for a quest go take the quest and go talk to the person to go to LA

Level has nothing to do with it -- you're thinking the level 10 requirement to go to Eye of the North, I suspect.

To ferry from the Consulate Docks to LA, you need to have a character in Nightfall that has done all of the primary quests and missions on Istan. Take the Time is Nigh quest, and ferry to the docks if you want. Once you accept the reward for that quest, you can go back to Kamadan and pick up Terror in Tyria and Plague in Cantha (although you don't need both). The NPCs for these quests are just a little east of First Spear Dehvad.

Once in Lion's Arch, the ferried character can accept Mhenlo's Request from Firstwatch Sergio to go to Cantha. Or if the character was ferried to Kaineng Center, taking the quest Chaos in Kryta from Guardsman Chienpo should allow for travel to Tyria (I generally head to LA just out of habit).

The Nightfall character that did the ferry can just abandon the quest, return to Kamadan and pick up the Terror in Tyria/Plague in Cantha quest again.

Note that the character has to accept the quest reward for the Time is Nigh to be able to pick up the Terror/Plague quests. So the same character can't ferry to the docks more than once if they're going to be ferrying to LA/Cantha as well.

Good thing about NF is that you have nothing to fight either... don't you have to hold chaos rips or some other stuff in the other games while fighting level 28s?

If I recall correctly, it doesn't matter if your Elonian or Canthan, there is no fighting involved in getting to Lion's Arch. Could be wrong though

To go from Lion's Arch or Kaineng Center to Kamadan, yes, you have to fight high level foes (and the Wrathful Storms use Meteor Shower, an almost guaranteed death for the henchmen in Lion's Arch).

But if you go from Kaineng Center, you have a party of eight and level 20 henchmen. It's really not that bad. Alternatively, if you have a high level party member with heroes, they can fight the foes in Lion's Arch without too much trouble.
