You can only put a Shield Handle on it if it dropped in NF.
If it dropped in UW/Tombs/FoW etc... then you can't put a Shield Handle on it.

And you would still be missing the Inscription -> merch

Unless you get it from the UW chest I think. Other than that you are right.
